At a meeting of the Legislative Council at Singapore last week the Hon. Mr Lowther Kemp moved:

taken by Chambers of Commerce in the watchful eye on the movements of their past, he pointed out that the system had nationals. It is only just that they should caused discontent even before 1900, and give due warnings to them to keep away since. 1916 Chambers of Commerce in the Far Eastern Colonies had been protesting against it.
In every case no reply had been given except that the system' gave complete satisfaction. It might be satis- factory to the Crown decats the hon. member continued, but it was anything but satisfactory to people whose money was being spent: The time had come when the Chambers of Commerce and mercantile communities should insist on the system being altered. They had the right to claim that money raised in the country should he spent in the country and moreover the contended on also- Intely sold grounds that it would be to the advantage of both Government and of the mercantile community if the system were changed.
The motion was seconded by Hon. Mr. THORNE, and supported by the Hon. Hr.. Campbell and the Honr. Nambyar
The COLONIAL SECRETARY, in reply, said he was afraid that the hon member's motion, especially in its frst part, was somewhat of a drastic nature, and was one which the Government would not accent. He pointed out that the motion was supported by no evidence that the Government would gain by ordering their supplies and atores through local traders and contractors.
The Canton authorities base their ages on quite a few of them, and we wonki advise the guilty anes to alter their ways Test they might find themselves treated as undesirables in Kwangtung: There is no use trying to bluff and aws the Cantonese. They are wise to thews tricks. If ther has been lenient, it has been beenuse they foel reluctant to embarrass the foreign nations,

Continuing, he con. In respect of the gold frane payment, tended that articles abtained through the Parliament considers that it is not right Crown Agents were not only cheaper but of better quality than those which could be obtained locally, and it would be foolish to change the present system for one which they had evidence to show wna inferior, The Government, however, sym. pathised with the sentiment expressed in the second part of the resolution, and he proposed that the General Orders should be amended that greater latitude and ha siron to beads of departments in this matter.
The Hon. Mr. LowTHER KEMP, in reply said there was no wish to add one cont to the cost of articles supplied. All they desired was equality of opportunity. He urged that a change in the system would increase the efficiency of the local supply On a vote being taken the motion was lost by ten votes to nine, one unofficial member voting with the Government.
