(1) Work is an absolute necessity for RESERVE FUND the majority of disabled men. Before the war, the immense majority of them lived on their earnings, and though they receive pensions in respect of their disability, these are in no country suficient to sup port them without working, even if their disability is very serinüs,

(2) Although disabled men are obliged to support themselves by their earnings, they are ill-equipped to compete in the open labour market. They cannot hope to succeed agnies uninjured workers, es pecially if their working capacity is largely reduced by their disability. Em ployers are more willing to engage a aninjured worker upon whose output ther can rely than a disabled man whose efficiency is presumed to have been mare or less redured and who appears to be more specially liable to the danger of accidents" which may have especially serious con- sequences in view of the diability which airaudy exists. It is difficult to deter-

ne the vocational capacity of the disabled man, and this results in disputes concerning the fixing of wages which employers are anxious to avoid. Again, the disabled worker sometimes encounters difficulties in his relations with the other workers who feel some apprehension lest, the disabled man who is in receipt of a pension should accept work at less than the trade union rate the and should thus contribute to lowering of wages.

The consequence of these very real difficulties, and, to some extent, legitimate apprehensions, is undeniable: the disabled men find it diffenlt to obtain employment and are more seriously affected by periods of unemployment than are other workers..

With a view to finding employinent for disabled men in all the beltingereat coqutries. it has been provided by legislation or by regulation that disabled ex-Service men are to have preference in obtaining posts in the public service. The right of preference in organised in widely divergent ways in the the various countries. Three different types may be distinguished;
