SUCCESS.
FRANCE BANKRUPT AS
NATION
MR BALDWIN'S "POLICY.
Mr. Ramsay MacDonald, P., on the eve of his departure for the Near East, was entertained at dinner on September 25th at the Chanteclier Restaurant, Soho, by the London Independent Labour Party.
Mr. Raunsay MacDonald said he would Ro-away rather, reluctantly, because the A.
was to say was going to be brought forth in Europe now! The changes that, had taken place since the war, and were still taking place, were not superficial; they were fundamental, and would mark of 1914 from, say, 1930, as the Middle Ages were marked off from modern times, Nothing perhaps would more belp to create the new world than what was just now happening in Germany. They were told that the French Ruhr policy had been a great success because Germany bad surrendered. All that this mennt was that a well-armed and powerful coun try had strangled, a country that was broken and disarmed, and compelled it to admit that it had been beaten.
It was not a very great or heroic achievement; hut all the same, it was a very important achievement-important, not for good, but important for evil. It meant that France was not going to get a single mark more from Germany as the result of her triumph than she would have got if she had never put a soldier into the Ruhr. Ifer success meant that the means "for paying reparations had been largely destroyed and France's own debt had gone up, and she had destroyed. resources from which she could make good. She had sabotaged" tende and created more political discussion than there was in Europe when she started on "the escapade, She had not made Ger-
many more honest or more able to pay.
FSNCH FINANCE
He was rather surprised that more at- tention had not been paid to French finance. The German marks had tumbled till they were being sold in the streets of London at 100,000 for 1 That was a dramatic representation of the fact that Germany Had become bankrupt. But a nation could be bankrupt long hefore such a dramatic representation of its bank- ruptcy was possible. A nation became bankrupt the moment when, under normal conditions, it would not balance its Bud-

of circumstances but of efflaxion of time.. These escapades were making France. bankrupt as nation." The individual Frenchinan was in a better position than the average Britisher, but France, was: afraid or unable-he could not any what the exact word should be-she was unable for public purposes to impose taxes on her wealthy inhabitants to emble her, to balance her Bufet, and to-day she had to get a loan to pay the interest on her debt and the French National Debt had doubled since the end of the war. If America and the other Allies "excused France her debt and if. Germany, paid France all that France was asking from her, even then there would be a deficit of 40 to 00 millions of pounds. France might borrow from her people until they began to find that Government surip was a bad investment; the frane would go down and prices rise, and then the trouble would
come,
This great success in the Ruhr had shown more than anything else since. the pence the position in relation to French finance, and it had complicated the pro blem of European reconstruction.
He was not sure whether he was ap palled or merely amused at the utter fatility of the attempts of our own Gov- ernment to maintain what they called the honour and influence of this nation in Europe. The old Government was active with a sort of haram-scarum activity, and the late Prime Minister engaged in thirteen European conferences, every one of which was absolutely successful. (Laughter.) Then his successor. Mir. Bonar Law, eams with a policy of quie acience, and then Mr. Baldwin came, and the country's 'reputation was such that nobody paid attention to it. No Power. in Europe now paid any attention to our.. wishes or held us in that esteem that in nine cases out of ten was more powerful in negotiation than mere force. He could understand the man who said, Leave Europe alone to look after itself there was a great deal to be said for that-but you could not, adopt that, in the middle of the evolution of a policy for which you were largely responsible. It was neces- Mary to finish the job first, and then adopt the new-policy. But he could not unders stand the man who was full of patriotism, and who housted that he was not a Little Englander and was going to inake. the country great in every way, allowing the country to sink out of all importance and influence among the nations 'For that was the position our Government had allowed our country to go to Faci ficism did not consist in doing nothing; the only pacificism that could succeed was that of moral right, which required is much courage as military power. What we wanted was a new mentality and a now power of impartial assertion of what we consider to he right in the circum- stances of the day
It was necessary to insist on Mr. Bald- win without delay telling us where he stood. It was not good enough to take up the paper one day and get a colour less official communiqué, or perhaps a suggestion that the French view had heen. adopted. If Mr. Baldwin bad surrenders ed, if he had changed his mind, if there had been any compromise or misunder- standing, if what he said in the House of Commons on the last day of the Session did not still embody the policy of the Government and his view had changed, then he should call the House of Com mans together without delay, and report as to what the country's policy was. - Mr. Baldwin should do this at once and not leave the matter, as a secret in the hands of two or three men.

Mr. MacDonald added that it was urgently necessary without any delay to raise again the whole question of repara- tions. Everything that had been done ought to be scrapped, and the question considered again de nom. There should le an agreement between England, France, Belgium, and. Italy about the delts. There must be an agreement not necessarily as to payment, but as to terms take upon itself its proper responsibilities. of wiping them off. Great Britain had to in relation to the re-creation of Europe, and it had to insist on being taken in with the other nations na a co-operator. We had to get the initiative and the power of expressing our will, and we had to start as intermediaries. We had been
elbowed out, hut we must get back and declare for great moral principles in the spirit of Pacificism. The old diplo mats and the military people did not understand this, but we had to assert and stand for moral principles.
