Leaving Hongkong regularly on the Wednesday after rrival from Vancouver the Steamers will arrive at Manlia, Friday Morning, leave Manila Saturday Evening and arrive back in flongkong, Monday Morning 7 a m.

WASHINGTON, September 91st. The whole question of disposal by the United States Government of its Mer- chant Marine must again.come up before Congress What is called the Lasker plan; under which the Government was to uperate the Shipping Board vessels through twelve or eighteen subsidiary companies incorporated under the laws of various States has been depia rod illegal by Mr. Daugherty, the Attorney-General, in a ruling called for some time ago by the President.

Mr. Daugherty Six that Congress had authorized the running of the Merchant Flyet until it was sold, but not the transfer of the vessels to subsidiary com panies in return for the issue of their capital stock to the Government. Ho argues that such a plan would make impossible the sale of the vessels, sinco The Government would surrender its title in them and would have nothing ta sell except the stock received in ex change. The intention of Congress the Attorney-General sees it, was authorize the sile of the fleet for cash or on credits not excreding fifteen years, and the receipt of stock would not be sale within the meaning of the Act nor would it meet the condition limiting de ferred payments.
