Japan has a coast line of 19,000 miles and a population of 370 per square mile | and a coast line of 19 per hundred square miles. Great Britain has 9000,350 and 6 corresponding.
With the development of industrial ability Japan has become a "great" "mari- time power, not only in the war navy but also in the mercantile murine.
My first visit to this country was in 1805. Japan then had 310 "ships of 280.000 tons," average 800 tóns.. I visited { a second time in 1996: My third visit f was in 1902, when Japan had 335 ships| of 355.000 tent, average 1,040 tons per ship. Now she has 2,000 ships of 3,100,000 tons, average 1,500 tona per ship,
You cannot, therefore, wonder that some one should say for another Eastern country, why cannot we have our own mercantile marine. I may re-' port to the authorities of that country to enable theur to judge of the practicability of doing the sime in that country. If any one of whom I have had no opportunity of asking, will help met I shall be grateful.
Having been associated with ships and machinery all my life, my opportunities of seeing operations and progress have been many in many parts of the world. I think Japan is a good example of n mercantile marine having been developed by, the energy of the people, judiciously aided by its Government, until such time as the need of aid for shipping ceased to exist. I venture to think that no Government can create and maintain a mercantile marine unless it has an ener- getic and intelligent people to manage man and manipulate it. I think that your system of education for manning the marine has much to its credit for the
