This year we have": "no income tax (which' brought in last year wearly 81 million) to swell our recripts "and we emnunt, there fore, hope for nearly good a result as in 199

TAS expedition has been organised by the Scientific Expeditionary Research Asolation, and the following scientists are accompanying the vessel:~

Ethnology: Mr. James Hornell (Direc tor of Fisheries, Madras).

Marine Biology: Dr. Cyril Crossland. General Biology: Mr. P. I. Johnson. Entomology: Mr. C. L. Collenëtte ånd Miss L E. Cheesinan."

Botany Mr. Lawrence A. A. Riley. Ornithology: Lieut.-Col. H. J. Kelsall, Geology: Mr. Lawrence J. Chubb." The oceanographer has not yet been appointed.

The yacht will be under the command. of Commander David Blair, R.N.V.R and Maoir A. J. A. Douglas, who has travelled very widely, is to be in charge of landing arrangements, camps, and so on

In fact recent revision of our esti inates for the current year, set out in the memorandum which has been cirenlated, indicates that our revenue for the current year should excked out expenditure by about, $11, million only. It is anticipate that at the word of this year the assets of the Colony will exceed its Jiabilities by almost 900 million, of which some Sible to map the bottom of the ocean with million will be qui

We are, however, committed to consider able extraordinary expenditure and to lours of large amounts in the near future (for example, is connection with water supplive in all Settlements), anal the best method of getting a true grasp of the real steigth of our position is to treat the amount of cash involved in the extraordi- nary expenditus and those loans a 1 presented by an ear-marked portion of our surplus The adoption of the method indicated shows that cur available rach surplus a the ud of the current year should excred 220 million, and I feel that I are justified in describing our financial position as sugnal. The estimates for 1924, which will be brought before you today. show an ex- penditure of $28.384,533 against an anti- cipated revenue of $27,350,545, that is to say, our budget for next year es it now stands forveasts a deficit of slightly overi 31 million. The budget will be subjected

·to careful Krutiny during its progress through Council, and an endenyour will be made to reduce, the expenditure to the amount of the estimated revenue. If this į is impossilde, the deficit must be i treated as a charge against the $90 mil lion cash surplus I have just mentioned. Even the budget na finally passed by this Council shrpus a deficft, it must be remembered that recente is stimated on, La unservative basis, and I trust as in

previous years the actual results of 1995′′ will turn that deficit into a surplus.

A very important change has been effect- i ed in our currency legislation by an Ordi- mulce passed in this Council Inst menth and brought into force today. The Cur-|| rency Commissioners are now empowered to buy and sell for Straits currency sterl ing instead of sovereigns delivered in 5 Jun. The effect is to change our ear- roney from a gold exchangé standard into a sterling exchange standard, a change which has been necessitated by the effects of the war but will prote beneficial to the Colony.
