The Report of the Imperial Custolus:

·Conference made a general recommenda- tioir that all Dominions should only grant preferential rates of duty on goods on which the final process of manufacture took place in the United Kingdom or other Dominion or Colony which, under the laws of the various Dominions, is entitled to preference; further, that where the whole process of manufacture of goods from raw material of foreign origin had been carried out in the United Kingdom, preferential rates of duty should be granted by the Dcininions, even though the value of this process of manufacture in the United Kingdom arunts to less than the usually pre- scribed 25 per cent.
