DESOLATION "IN PETROGRAD.
The desolation in Petrograd is vividly described in a letter to The Times by an ex-resident. The housing problem which is most neute, in spite of the de- pleted population, is drawing near to a real catastrophe, Houses are falling into decay and are hardly habitable. Dwelling in the suburbs is equally bad. People are herded into the centre town. Each private citizen has a right to ten square yards living space. If he occupies more strangers are billeted o him Tho | Sevict's ruthless' taxation has ruined shops which have been forced to close down. Private enterprise is strangled physically and spiritually and the popula tion is condemned to death. There is practically nothing left to sell. Peasants refuse to barter produce for unwanted articles. Children are forced in the 'streets to join in the struggle for bread by means inconceivable by Western Euro- peana, Most of the children are utterly lost. The fate of children without par- ents or relations is inore terrible. They wander in the streets in tens of thousands like pariah dogs and are constantly killed through hunger and disease. Yet their ranks are rapidly refilled..
