A NEW RACE OF ARMAMENTS, The debate was opened by M Mac- Donald in a speech of great earnestness. but which was spoilt by an almost intoler able arrogance. The Leader of the Op- position waxed casily eloquent about the perils of beginning a new race of arma- ments, but just as during the war be never could bring himself to pronounce, bis countryinen a share less blood guilty than the enemy, so now he gives them not credit for having gone much further along the road of disarmament than their pos- sible rivals, and he orated at large about mankind being bewitched and bedevilled, and about no victory being possible in the next warjust as though he were another Norman Angell-and about our dooming ourselves to ultimate destruction unless unless what? It was for that all his CAPITAL (FULLY-FAID) « auditors were waiting. But Mr. Mac- EZEEVE FUND Donald's only panacen is that we must CAPITAL CONTRIBUTED BY THE

And Mr. Asquith came very nearsity joining his in the air, though he did Bay that he was not. prepared to leave bis front door quite as wide open at night as Mr. MacDonald. But he too, talked about the necessity of our setting an example, and about trupting to the coercive force of general public opinion, though he added the charac teristic Asquithian parenthesis that wel cannot yet dispense with "practical guarantees."
