Mr. Omni-by-Gore: Preliminary reports have been received. Last the Governor and High Commissioner has not yet forwarded the full report for which I have asked with his recommendations. He is in com- munication with the Government of Hong- kong regarding the steps which are being taken in that Colony, and will no doubt profit by the experience which is being gained by that Government. ·
