a Viscountess Astor," M.P.. speaking at The House of Lords was occupied on Plymouth i June 20th, explained, the ig July 5th with the konsideration of the clent in the House of Commons concern- complex questions-involved in the Legiti-ing which it had been alleged she maated mary Bill.

Sir Frederick Baubury. She said any- thing more astonishing or amazing could not be imagined.

The Legitimacy Bill, which has passed the House of Commons, was championed by Lord Muir Mackenzie. This Bill ocks to amend the law relating to children horn out of wedlock, and propuses that a child shall become legitimate on the subsequent marriage of the parents. With regard to the subsection which states that nothing in this. Act shall operate to legitimate à person whose father or mother was married to a third party when the illegitimate person was born," he said he was willing to accent the decision of the House as to whether it should be retained.

"I was bet excited. 1 was tot

DETVIRK or worried about my bill," she explained. They toki me to stay there in en it came up, art I was there fran eleven till four un a boiled egg and a glass of water. I went up to Sir Frederick anal said quite kingly, I have tried kindness, I have teisi rudeness; now shill try force, I hall hold on to your coat-tails, and you shall not rise, He said, 'You are not I trial to strong enough, and got up." get them to bring the hill on. Siy

From derick said, I wonder if the hen, fady ember for Sutton has ever taken anx violent exercise, 1 remarked, Hover felt more like taking violent exercise than at this moment." That was the only amazing thing that happend, and the papers missed it. I. said to Sir Frederick. Oh you old villain, I will get you next thue. It was no more than that.

Lady Astor said people reuling mis- leading reports would say: "Women are not fit för pofílie life, Lock how Lady Astör behaves." If it was not for her in verest in children, she would not stand that kind of thing. It was must heartbreak-

Lord Buckmaster was distressed by the way in which Lord. Muir Mackenzie was chauioning the Bill and expressed his hope that he would take some form of tanie to enable him to carry it through Committee. He unst do something het ter than apologize for its existence.

Lord Birkenhead, regretted that the Government had not found it possible to make this n Government Bill. He would greatly regret it if the Bill were lost, because it introduced far too late in'ont sncial history a measure of elementary social justice. We had passed for being and annoying. rond the precept of the sins of the father being visited on the children to the third and fourth generation. This might he true in some melancholy physiological. matters which exceeded the scientife skill of man to alleviate or cure, but it, had reased to be a guiding principle af our legislation. Lurd Birkenhead inti matel that he would move the deletion of the subsection which häired the legiti- macy of chidren if one of the parents was already married to a third party, at the time of the birth, and he criticized the Solicitor-General for having urged the reinsertion of the clause.

Lori Salisbury said that the Govern meit were neatral as regarded the Bill. but it required careful consideration from the legal nuint of view. He suggested that the Bill should he read "a second time and the Committee stage' deferred until the autimin. Lord Buckmaster ask- ted whether," if the Bill were deferred, the Goverusent would adopt it and ensure its passage. Lord Salisbury could not answer, whereupon Lord Ruckmaster said. Then the Bill is dropped."

The Bishop of Norwich did not suppose they were encouraging sexual sin by re- noving as far as possible the stain which at' present attached to "the illegitimate chill. On the contrary, his-view was that the Bill would rather, encourage marriage on the part of the erring man and woman When he was head of a great school be had to deal with a number of illegitimate

ys, and the number of occasions when that disability cropped up was extraordi- nary. He had found difficulty in passing theur on to the university.

The second reading was agreed to.

MOSQUITOES AND BLUE ROOM

A correspondent writes to the Times as follows:-

Some years ago I came interested in the effect of colour on flies and other inerets, because I noticed that in one of my cowsheds, the interior of which was painted pale blue, there were no Hies, whilst in a neighbouring, shed, painted white, there was quite a number, and 1 wondered whether bine was offensive to flies.

This year, whilst in the West Indies, (at Tabaquite, Trinidad, the centre of the operatious of Trinidad Central Oilfields. Lid.. I noticed that some of the native Jabourers had' painted" pale blue the interior of their room in, the barracks, and, on being questioned, they stated that they thought the room WAS more frees from flies than the other roomg in, the baretess I therefore, asked the Lubour Superintendent to have a further, experi neut wade, and I have just received his report to the effect that in the room sa treited the occupant states that he has since the date of painting seen no flies," and he adds that the number of mos quitoes is much kg Lhan" formerly.

If there be, ug I hope, something in the of pale blue for scaring fien und mosquitoes. it would indeed be a godsend to everyone; but more especially to thoen living in the tropies, and that is why I venture to ask you to insert this letter in |your paper.
