SIBERIA'S CAPITAL AMERICAN VISITOR GETS A GOOD IMPRESSION.
The farmer dependence of Eastern Siberin apan Manchuria for sugar, Hour, and other nessities is obviously un- pleasant to the Chitn lenders, as is their continued dependence upon the Chinese Mr Morgan Paliner writes in the for vegetable "gardens, and the small shops and trades, in all parts of eastern Shanghai Weekly Review:-
Siberia (Two years ago, we found the Chinese gardeners and small traders everywhere on our trip through Russia most of them were war-time labourers, stranded in various parts of the country and forced to make à living as best they could. The so-enlled Chinese Battalion of the Soviet Army of whom we talked with members, was recruited from the same source).
In the summer of 1921 it was my for- tune to pass several days in Chita, then the capital of the Far Eastern Republic, as Eastern Siberia was erlled. Now, just two years later it has again"fallen to my lot to spend a few days there, and it has been interesting to compare conditions and appearances then and now.
It was interesting to fad at the hend of the Far Eastern Government in Chita Matveief, a Siberian Cossack, who held !
important Cabinet post two years ago, the Far Eastern depuistic. Govern- tent salaries are small, the highest heing. one hundred and fifty gold roubles a month. but higher salaries are paid in the scusi-government banks, co-operative. tores, etc. Living is cheap, however, and every effort is apparently being unde to keep down extravagance. The army appears to be well clad and equipped- 90 beautiful afternoon we were return- from a drive about the Lake, where after another and begin long fights and we saw four military aeroplanes rise oue evolutions. Motor cars are used only by the Government, but earringes with gub horses are numerous, and one can have hills, or to the Lake ur Mineral springa delightful drives over the pine-covered i
not far away. Small but attractive log cottages at these places are still in de- and some people were again coming as far as frein Harbin to the summer resorts in this part of Siberia, which were popular before the war.
On the former occasion, I was with the retiring Minister from Chita, Mr. Charles R. Crane, and his little party, on our way to America, and we waited there for a few days while telegraphic correspondan ence was carried on between the Chit and Moscow (lovernments in regard to our proceeding across Russia. A Soviet Mission had just been deported from New York, and there appeared to have been an idea in sunle quarters that this was the opportunity, to retaliate hy denying us passage through the territories of the Soviet Government. The invitation was finally given however, and accepted and our journey on to Moscow and Petrograd was interesting, comfortable and free from supervision, or interference; "we lived in the same little seegnd class car from Harbin to Petrograd, attaching it and detaching it, as we pleased. The State Department regulations forbidling the carrying of Americau passports into Russia were in force at that time, but were soon after cancelled; our rapid and safe transit across the two continents of Russia, and the presence of United States Senator France in Moscow, at about the same time, may have had some influence or causing their cancellation.
Chita is only teù hours west of Man- chouli, or Marchtiria Station, the Russo- Chinese frontier, and a very comfortable express train makes the run connecting at Chita with the weekly express train to Moscow and at Marchouli with the express train for Harbin and Vladivostok. All these trains have first, second and third class accommodations, with sleep ing births and dining ear, so that our journey was without any discomfort. In the next compartment to ours was a¦ family froin Tientsin travelling home to Europe across Hussip. We saw them start on, the Moscow Express, which was using some of the International Sleeping Car Company's carriages. Passengers and mails appear to be going in both directions in alinost pre-war time..
CHURCH AND FOUTHALL
We arrived on a Sunday morning in time to attend service in the great Cathedral and also at a smaller church. The services appeared unchanged from the former day in their magnificener and solemnity-the wonderful choral singing without instrumental accompaniment is always most impressive-and they were well attended by men and women Sunday afternoon there was an athletic mees in which stimeats from the various į schools participates. The teams from some of the girls' schools took a credit- able part in the track events, and foot- ball seems to have become very popular, as all bout-the city we saw groups of school-boys of various ages playing. This surprising interest in athletic, sports in the Anglo-American sense appears to be a hopeful sign for the future, as it was said formerly to have been almost nou existent.

I was interested in seeing some of the hospitals and an orphanage newly opened in an old Monastery. The doctor, who has beca in charge of the large Municipal Hospital for twenty-three years, has had remarkably interesting experiences in see- ing Chits grow from a small frontier town to its present size: the many poli tical changes of the past few years ap- pear not have affected him of his work. The doctors spoke gratefully of the sup- plies given them by the American Red Cross during the war. The hospitals peared clean and well-managed, under obviously many difficulties, but the ab sence of open windows and fresh air, even in crowded wards and on a mild Junc day, was noticeable to uk ny a sign that ancient notipnis still prevail.
FEW FOREIGNERS.
The foreign cominunity in Chita, was small: former American Cumanássioner on the Allied Commission af Vladivostok was there with a family an American mining man who had been operating a gold mine in Eastern Siberia for two years with considerable success two r three Britishers were there also and Business men make occasional visits from Harbin An American Consul and Milią, tary Observer had just been transferred away. Little business is being done. however as there is little production of exportable materials about Chita; it has always been important as a railway, nd- ministration and military contre, rather than as a centre of production. - High import duties, especially an anything which might be termed a luxury, have recently been imposed, in order to pro
tect home manufactures, and secure the long haul from European Russia for the half-starved railways, but such artificial protection of infant industries, is.de- vice of governments in other parts of the world, though often usucceptable to the foreign business-man desiring to import.
THE HUMBLE EXALTED.
The public, parks, restaurants, theatres and kinemas are well attended; wo saw a German films of "Othello one evening, and another evening we spent in a large | park, where andran, well acted on in open-air stage, was competing with a band- concert at the opposite end of the park. for the favour of the thousand or more people in attendue. On the whole, the people were surprisingly well clad; there was not the extravagance of some other Asintic cities, nor was there evidence of the dire poverty which seems to accom- pany such extravagance.
