At present war is not disgraceful among the nations. It is not regarded as a crimr. The only people who condemn it are the pooplo who are benton; the victors

What is the conclusion of the mattar 1. It is that the League can "work, and that it is working it has proved that public opinion and international co-operation are effective weapons against war, and that by their means peace can be secured. If that is so, if thord is only a one per cent, chance, aurely it is worth any effort that can be (Continued on next column.)
