Mr. T. Ebara; Commissiouer of Cust toms, in his report on the trade of Wuchow for the year 1022 writes:--

Politically and commercially the year

when compared with any year of the last two decades. The political unrest in the province of Kwangsi has, throughout the entire year, had a most disturbing effect, and frequent interruptions of traffic on the river by military operation, ravages

of uncontrolled soldiers and baiklits and other causes both abogs and below, Wu chow reduced trade to the smallest pro- portions.

The year commenced with a strike, which seumen's

At tiffin time Messrs. Buckland and Crawford Morgan were leading with rounds of 81 each, followed closely by Col Hill (92), Major Gandy (84) and Mr. AR Stewart (85)." There were several 868 and 878, all of which were still in the running. On the completion of 27 holes Messrs. Buckland and Craw- ford Morgan wore still level and leading. though severst players were getting to within oue or two strokes of them.

Mr. A. B. Stewart did a brilliant 4th round, just missing a 37, the ball hitting the last hole and jumping out. The congesion timber at Hongkong, to which I referred when addressing you last year, has con tinued; at one time it was so serious that it was found impossible to obtain further storage space there, and our shipments had in consequence to be seriously cur talled. I am glad to say the position is now somewhat better than it was, and we have to thank our friends in Hongkong for exceptional steps which they were able to take to assist us in effecting clear ances. The, reports which we have been getting from Borneo lately are certainly more encouraging than they were, and although the position is too uncertain for me to make any forecast, I have hopes that the result of our operations for the second half of the year will prove to be more satisfactory than they have been to

The explanation is simple enough. It is that the Chinese are fast awaking to the unlity of foreign manufactured goods, that their standard of living is steadily rising, and that the demand for foreign su articles within the zones of the Treaty Porta alone is sufficient to maintain and increase foreign importa. In huge areas in the interior trade and enterprise are being stifled to extinction by the chaotic conditions prevailing, but the economic development of the Littoral and Riverine regions continues unulated. It is hardly affected by the political chaos and there seems to be no limit to its possibilities.

The commercial prospects of a China in a normal, or even in an abnormal, condition are almost beyond estimation, and it is plainly to the interest of the industrial nations to establish themselves here commercially. But they are faced with extraordinary conditions, requiring remedies of an extraordinary character, which only Governments can apply. for some time.
