Considering that a groas total of 12.600,000 tons of merchant shipping was fost by direct war risks during the Great War, all that this huge amount of tonnage has since ben more than replevd whilst the trade of the world is estimated. to be only 70 par cent, of what it was Too little trade," is easily understood, and the urgent need of a world-trade stimulus such as the British Empire Exhibition will provide is more fully recognised.

The most remarkable feature of the tonnage situation is the increase of that of the United States from 1.837.000 tons in 1914, to 12,500.000 tona in 1999. This the intensive great inorcass is due to efforis made in the production of tonnage South coast of China between The mme si

the during

Hongkong and Hainan 1 war in order to fill the huge gape that the German submarines were making in the Merchant Fleets of the Allies and neutra's. At the same time. it should he remarked that a large per- centage of this hurriedly-nrouped tonnage -including 1 the wood-built vessels-is of no value under the keen competitive conditions which exit in. time of nece Conserpently it is lying idle, and the United States shipping Board is confront- ed with a great problem as to its future disposal.

Statistics dealing with the amount of idlo tontage at specified times are auWeather thoritatively regarded as constituting, & Rain barometer of the state of the shipping industry. Those equalified to read the signs see in these statisties for the past year an indication of improving condi tions. To take, for example, the figures as regards the shipping of the United Kingdom. On January 1st, 1999, there were laid up in the thirty-six principal purts of the United Kingdom, 713 vessels of 1.307,503 teas; these figures fell in the succeeding three months to 484, and. 836,619 tons. Then came & rise. the figures for July 1st being 383 and 1.112,33. followed by a fall, so that on October 1st there were 456 vessels idla of a total tonnage of 824,824.

The figures Tas. for January 15, 1933, are still more-en- couraging showing, as they do, a decrease

Wed. of 45 per cent. on these for the same day of last year.

But idle tonnage, whilst it hits ship- owners very hard, also means unemploy ment for scamen. In this respect the. greatest credit is due to owners as a whola and to the men' themselves. seems inevitable that many regions which in pre-mar days afforded rich fields British busine–Russia, for instance--can only offer a modicum under existing on- dutons, the way seems to point the direction of increased inter-Imperial trade whole be brought to a recognition of this By what means can the country as 's as a means oflargely, if at wholly, simple economic fact! Our groat indus plying the deficiency. The British Empire Exhibition, in the good it is bound to, do trial leaders are confident that the British in the realm of inter Imperial trade, will Empire Exhibition will do much towards help the shipping industry perhaps, as much as if not more than, any other. For inter-Imperial trade must be carried out by way of the sea.

Whilst subscribing to the doctrine of the fours," defined by the President of the Chamber of Shipping of the United Kingdom as: - Freedom of trade, freedom of ports, freedom of freights, and freedom of the seas; it is not too much to expect that Imperial shipping will obtain the lion's share of any increase of trade carried by sea between the component parts of the Empire.

In 1913 British vesela moved one-third of the sea-borne trade of foreign nations, nine-tenths of the inter-Imperial trade, and over three-fifths of the trade between the Empire and foreign countries. The figures today are not available, but is obvious that the competition by foreigners must have increased, becange whereas in 1913 we owned some 50 per cent. of the world's tonnage. to-day we own only 37 per cent.

it can be claimed that the British skupowners are, as a whole, without peers in the business, they, by themselves, can- not ensure the observance of the above: sentials. Industrial and economic con ditions of the world affect shipping as they do no other industries.
