President Quezon, of the Philippine Senate, speaking on the flour of the Senate during the discussion of the bill allowing 25 per cent, of foreign capital to engage in the inter-island shipping, at tacked the Demerata party for its incon sistency and varying attitude on questions of vital national importance. He declared, that the altitude of the opposition is con of "eguism bärdering on boxeríam," and not prompted at all by the spirit of ser vicò to the country.

He then said that it appeared vay surprising to him that the opposition party should adopt such an attitude! against the bill when last year in a simi lar measure recommended to, the legisla ture by the Governor Generál admitting foreign vessels to engage in local shipping, they favoured ite adoption, Such an attitude can be accounted for by the fact that the Democratas are not antialed with Cabinet appointments, he said.

The senate, io passing the bill, according to Senate President Que zon; wants to show that it favours the, coming of foreign capital and help in the development not only of shipping, but also the natural resources.
The bill permita foreigners to own: 25. per cent, stock in any shipping corpora tion in the Philippines. The measure is an amendment to sections 1172 and 1176: of the Administrative Code. Wanita) Times.
