That in the opinion of this Conference the absence of adequate Customs facilitres at Pukow is a serious handicap to thefty years. present trade of the port of Nanking and! a hindrance to the future development of Pukow, and this Conference, in view of the delay which must stilt elapse before pemanent Custom House with staff quarters, atc. can be erected, urges that temporary Custom House be immediately established on the railway whärves or other suitable location."
