Six of the Boven members of the Royal: Commission on Honours have signed a report recommending the appointment of a small Privy Council committee to ad- vise the Prime Minister whother, in their i judgment, persons whose names are sub mitted to them are it and proper persons" to be recommended to the King for honours.

The Commissioners also propose the passing of an Act imposing penalties on perous seeking or offering ter honours in return for money payments.

The Prime Minister, has appointed a committee of the Privy Council in ac cordance with the recommendation of the s Royal Commission.

The Commission, which consisted of Lord Dunedin (chairman), the Duke of Devonshire, Lofit Denman, Mr. Arthur, Henderson, Sir Evelyn Cedil M.P., Sit Samuel Marks, MP., was asked to advise on the procedure to be adopted in future to assist the Prime Minister in making recommendations to the Crown of names of persons deserving special honours." Six of the seven members of the Commission present a majority r port: Mr. Henderson explains his attitude in a note of dissent,

(ii) That the committee; after such enquiry as they think fit, shuuid"re- port to the Prime Minister whether, so far as they believe, the person is, in the whole circumstances, a fit and proper person to be recommended. (iv.) That in the event of the committee reporting against any name and the Prime Minister determining still to recommend such name, the King. should be informed of the report of the committee.
