Up to a point all these children will require an elementary education of one common type. We use the word "kinder- garten" meaning by it classes for child- ren betweth the age of and years, who must be taught on the most ap- proved modern methods. The teaching of children in this early stage has now become a highly specialized art and in this Colony there should be no dificulty in providing mode! Kindergarten schools. Such schools would cater for children between the age of 5 and 9 years, and, would contain infants' classes and classes 8 and 7. Such schools must be set up at all points topographically where & British community exists. At present four such places are clearly indicated, Kowloon, Quarry Bay, Causeway, and the Peak
It is important to realize that after: the Kindergarten stage a different type of syllabus is required for these different classes of children.
Class (2) requires a syllabus leading: up to and preparing for the public! senools' common entrance examination at Home, and must include facilities for winning entrance scholarships" in the public schools at Home. Such children require to be taught Latin if they are to enter on the classical side at Home, and Mathematics and Freach in all cases.
Class (b) consisting of children prepar ing for University or College Life will require a syllabus leading as far as pos sible to the London Matriculation and to scholarship examinations at the Home Universities. For this purpose the syllabus must include English and English Literature of a high standard, somo second language (for preference Latin). Advanced Mathematics with alterative possibilities of Physics and Chemistry.
Class (e) containing pupils who intend to complete their education in the Colony and which we believe will be a rapidly in- creasing class numerically, should work
on
a syllabus designed for the Local Matriculation Examination, but which should pay marked attention to Mathe- matice, Physics, Chemistry, Geometrical Drawing, Mechanics and Applied Mathe- matica and Book-keeping.
A choice must, therefore, then be made

these children there should be provided in the central school classes of an up-to- date kind, but thoroughly suited to local conditions in cookery, domestic science and needlework,
Our recommendations, therefore, are as follows:-
