The lighter units and torpedo craft attached to the American Fleets are also more numerous. Another important fact which emerges from an examination of the new official figures is the small proportion of officers in the British Navy. The Geddes Com. mistee, it will be remembered, mada a great point of the increased ratio of officers to men between pre-war and the present, time, ignoring the fact that the greater complexity of machinery on board ship, the reduction of stokers by oil fuel, and the like, all tend in this direction, But it is now disalosed that we have rele tively fewer officers than either of the other two big navies.

The British. cfficers represent 8.33 per cent of the total personnel,, whereas American officers represent 0.20 per cent. of their service, and Japanese officers 10.25 per cent. The figures do not disclose the proportions of deck and non-executive officers, but it may be pointed out that in the present year the, British Admiralty has dispensed with the services of nearly 1,500 of the former, whereas there has been no information of any corresponding reduction in the United States Navy.

It is interesting to apply the radio of 5-6-3 adopted at the Washington Con- ference for the capital ship strength of the British, Americab, and Japanese Fleets to the personnel of the three services. If

The naval policy of the French Govern ment was explained by M. Raiberti, the Minister of Marine, in the discussion of the Navy Budget in the Chamber of Deputies today. Before the war, M. Raiberti said, the French Fleet had a tonnage of 770,000. Since the war it had no more than 600,000 tone. Moreover, the Fleet bad depreciated in quality, for many of the old units were out of date and bad lost all military value..
