A writer in the New Empire (Calcutta) says:-
The illicit traffic in cocaine and opium
is at present almost exclusively confined to members of the Chinese comminuity, and as the ingenuity of John Chinamaa is proverbial, the Custdras authorities ex perience no small amount of difficulty in bringing offenders to book.
The best quality of opium is obtainable in India, but as the result of an Inter- national agreement, ita exportation has been curtailed with the result that smuggling has increased by leaps and bounds. In order to supplement the abortage of Indian opium the Chines and Japanese have started manufactur ing an inferior description of the drug. Opium, as is perhaps known, consists of an extract from the peppy pod and its method of manufacture bas from time immemorial been know to Indians. Benares opium is considered to be the beat and is followed by that produced in Patna. Cocaine is an extract of the cocoa plant which flourishes in South America. The manufacture of cocaine from the plant was said to have been first discovered in Germany where large businesses were established for its pro- duction. Austria and Japan later follow. ed.suit. With regard to the importation of opium from up-country into Calcutta both Chinese and occasionally. Mahome- dan smugglers have of late years engaged the services of Europeans and decent looking. Anglo-Indian men and women to help them in their nefarious trade. The inidvidual selected for the importa tion is provided with a decent suit or dress as the case might be and is pro- vided with a first class fare to the station where the smuggler's agent, who has been previously notified, meets him or her, with a closed trunk or trunks con- taining opium. This is handed to the passenger who returns to Calcutta by the next available train. These Indivi- duals are not infrequently accompanied by one or more liveried attendants. On the trunk or trunks being handed over safely to the smuggler, the carrier is paid spot cash anything, ranging from Rs. 500 to Rs. 1,000 for the trip. Not long ago the services of an effective British soldier were utilsed for the purpose, but he un- Brtunately for the smuggler, was ar. rested, prosecuted and convicted. As the result of this method European "gentle- men of position have while travelling, been detained while their effects have been searched.

Just prior to the war a German who ostensibly dealt in tins of condensed milk- and cornflour was afrested and on his innocent-locking tina being opened they were found to contain Merk's cocaine. He was prosecuted and convicted.
