As regards the Unofficials, Singapore, | 80. Penang, and Malacca will have the same. The detailed scores of the second number of European members as at pre-innings, were as follows:- sont There will be three Chinese mem- bers and wherever possible, tae will be a resident of Singapore, one of Penang and one of either Singapore "or Molacca, There will also be one 'representative of the Malay rice, one of the Eurasian com- munity and one of the British Indians resident in the Colony. All the appoint- ments of the Unofficials will be made by the Governor in pursuance of instruc tipas from His Majesty the King through the Secretary of State, except as re- gards representatives of the Chambers of Commerce, Singapore and Panang, to which bodies an absolute right of election will be given, the actual appointment of such members being made by an Instru- ment in the usual form. The Chambers of Commerce bave been requested to draw up rules governing the procedure · of these elections. It will be laid down that the membar alected must be a British. I may also mention that the approvat of the 'Secretary of State has been given to the proposal to appoint 2 Undificial Membere to the Executive Council. These members will not necessarily be members of the Legislative Council as it is thought right that there should be as wide, a field of selection as possible. I am aware that these modifications of the constitution of the Council do hot go so far na some people wish. But they un- doubtedly represent an advance, in the constitutional development of the Colony, sid, as wach, I hope they will be wel- comed by the community.
