THE IRISH ESTIMATES.

The Irish Estimmten for the year will help ba the work of converting every man in Southern and Western Ireland into aa unofficial special constable. They amount to „£27,000,000, and this sum covers only a part of the charges already incurred for reparation to private owners of "greake edproperty. The taxable capacity of Ireland, including Ulster, is usually put at one fortieth of that of Great Bran with Ulster ontside, Mr. Stephen Gwynn calculates that the new Irish Estimates are | equivalent to Estimates of £1,500,000,000 for Great Britain. In other words, the as-, timated Irish expenditure for the year is at arato about 7 per cent. higher than the rate at which we spent money during 1915-16, a year of the "Great War. It means to be quite understood in Dublin that the actual expenditure will almost certainly be a great deal higher still unless the rebellion against the Free State subsides unexpectedly HOOK, Thus, thanks to Mr. "De Valers and his friends, free Ireland starts housekeeping, in a state of profound external peace, and with ber Daval security guaranteed, at as heavy a cost to the Irish taxpayer is the cost to the English taxpayer of waging the Great War. Of the two, the Irish taxpayer will now be far the worse off. There is no country in Europe, not even-France or Scotland, where *. keen sense of the value of money is more widely distributed than in Ireland Generations of poverty have made the Irish, middle.and lower classes, at any rate, extremely frugal and parsimonious. A burst of something like fory may be expected when it is seen that Irishmen will now have to tax them- selves like a nation engaged in a life- and-death struggle with a foreign enemy. The fury will do good if it develops into a wrathful · determination in multitude of individuals to make the discouragement of rebellion their own business, as indeed it most painfully is. While things are in turmoil during a period of wholesale change, many individuals are apt to feel that somehow all the disorder and destruction which they see making life picturesque around them will not come home to themselves in the form of monstrous demand notes for taxes. In such cases' a universal and complete understanding that they do may be the beginning of political wisdom.-"Manchester Guardian.

The Native affairs Commission le now getting into its stride, and one of its first acts was to summon a Natite Latliament It was made, of course, by selection. The Government chose the members from each province of the union, and included men who at various times have been classed as "agitators." Many subjects were discussed, and it is officially stated that "the natives lived up to their best tradition of dignity, courtesy and wonderful critical ability.”

Two subjects led to an interesting de bato-Drink and Trading. The native delegates took up a strong line against the proposed municipal trading in native locations, even though all profits were to be devoted to native well-being, It was. ultimately agreed that for a period of year the natives should be given the first chance to prove their commerical aptitude for trade in native locations.
