GERMAN CONDITIONS TO-DAY

LONDON BUSINESS MAN'S IMPRESSIONS,

Boos Impressions of present-day life and conditions in Germany were obtained by the Timer, last month, in conversation with Mr. John Lawrie, managing director of William Whiteley, Ltd., who recently returned from a brief Continental tour, which included visits to Frankfort, Leipzig, Barlin, and Cologne.

The main purpose of Mr. Lawrie's tour was to sea for himself and discuss with German business man," the general state of Germany, about which he had been unable to form any clear idea from the differing and confusing accounts given biri at second-band. I aaw," he said, "no indications at all anywhere I went in Germany of abounding prosperity. On the other hand, I saw no signs of actual poverty. There seemed to be no lack of employment, and almost all the people one met, men and women, youths and girls and children, seemed anfficiently fed and well. though never smartly, clothed. But my most strong impression was that of a people disappointed, saddened, de- pressed. The atmosphere of greynes wha Around them all, and in all places. The collapsed condition of the murk seems to Affect the German people deeply. There is no real money in Germany, they say.

"In conversation with a business man) in Berlin I happened, to ask if there were any memorial to the men who died in the war. He said, No. They could not afford to put up a national war monument, Again, I remarked on. another occasion on the shortage of milk, which seemed to me dangerously acute, and general. was told that thousands of German cows had gone to Franco, and the Germans could not afford, to replenish their deplet-) ed herds. Another fact which struck mö: was that throughout my stay in Germany I never heard an expression of hostility towards Great Britain."

I

The chief hotels in the centres which he visited, Mr. Lawrie continued, were full all the time; but the majority of thos who filled them seemed to be. British and American people. The cost of living in the hotels, and everywhere else, was sti!!! very high. It was n mistake to imagind that one could buy cheaply in, Germany. through the depreciation of the mark's value. As this dipped, more and more marks were added to the prices of things. In the big stores there was a noticeable lack of lines, cotton, and woollen-goode, though in other respects the shops secrned- fairly well stocked. One could see, too. all those special classes of manufactured goods which certain German centres had made their own, ca perfect in quality.as in prewar days, and relatively as cheap, Fancy articles in leather and other materials and enamelled ware, from Frankfort and Offenbauh; toys made, at Nuremberg; the piquos of Berlin and Leipzig-Mr. Lawrie was convinced, these would find buyers always in any market: But the clothing made in Germany, whether for men, women, or 'children, he denounced roundly. If it were offered free, he declared, it would not be, worth the cost of ita carriage to a London store, The German people had the worst thete In dress in Europe."

BRITISH DEBT TO THE

UNITED STATES.

A BRITISH STATEMENT. Mr. Mellon, the United States Secre tary of the Treasury, in answer to nume rous inquiries as to the exact atatus of the obligation of the various European Governments with respect to the Brilish. debt, eaid!

The statement that the United States Government yirtually insisted upon a guarantee by the British Government of amounts advanced to the other Allies 15 evidently based upon a misapprehension. Instead of insisting on a guarantee of any transaction of that nature the United States Government took up the position that "it would make advances to cach Government to cover the purchases made by that Government, and would not require any Government to give obligations for advances made to cover purchases of any other Government, Thus the advances to the British Govers- ment were to cover its own" "purchases.~~- The "inquiries" addressed to Mr. Melloa arise, of course, out of the state-
