Originally the trouble arose from a recommendation in the report of Sir Bric Geddes's Committee,which was taken up by the Board of Education, who recommended the proposal to the consideration of the local education authorities. The Educa tion Committee of the. Lqudon County Council approved of a scheme under which hundred young women should be selected to') undergo a three months' intensive course of instruction for tenebing children "under 5 years of age. The candidates must be between 18 and 30 years of age, and their appointment is limited to seven years, but if they should prove unsuitable at the end of the first rey they may be given a mouth's notice to terminate the engage ment. The salary is to begin at 2104 and rise yearly to 2155 for the seventh year. There is to be no retiring allowance. **
This sabeme was approved by the full council on July 11th, and advertisements. were inserted in the Press inviting applic tions frour suitable women. Protests were immediately sent to the council from the National Union of Women Teachers, andl other bodies, against this step, urging that the work done in the infants departments is the foundation" of the educational werk of the serior departments. To entrust the laying of this foundation to unskilled and· unqualified persons, it was contended, was to endanger the whole superstructure.
Acting on the decision of the council, a number of suitable young women have been selected from the large number of "ap. plicants, and started their training'at special classes formed for the purpose in the West Central district. Later they attended twenty- two of the Council's schools, in pursuance of the training, which includes farning the methods of instruction in school hours from the teacbers themselves. The' Counci's education withorities had requested the Bendmistresses in their schools to co-operate with the young women under training: bat at the meeting of the National Union of Women Teachers it was decided to tircularise all the headmistresses, asking them to refure compliance with the Educa- tion Officer's request, which was done! As a result, about half the number of young women who had been sent to the schools, were referred to the Education Officer by the headmistresses, who intimated in a note that į they were unable to give the women pay assistance, and it was, therefore, no use their coming to the schools.
As a result of an interview with Sir Robert Blair, the Education Officer, the advice given by the National Buion of Women Teachers to the headmistresses to refuse to carry out the Education Officer's request was suspended pending the consideration by the London County Council of further representations by the National Union of Women Teachers.
It was afterwards" stated by one of the officials of the union that this did not mean that the headmistresses Would help the' girls who were sent to their schools, but only that they would be admitted, and not sent back the Education Officer; as had been at fret agreed." :

When the German citizen regains confidence in bis country's finances, as Mr. Lloyd George, has ad- vised him to do, these reserves will be released for the benefit of Germany's | trade and industry. It will then be seen tha! Germany's available halance is not so terribly passive as it seems to be to-day"-Reuter.

A London message dated Oct. 6th says. The authorities are seriously perturbed by the increase in gambling; which they are attempting to restrict. They are face to face with the extraordinary position that while lotteries are illegal in England they are conducted with impunity in Ireland. where race sweepstakes are opened and the tickets are largely sold in England. There is talk of fresh. legislation being intro- duced."

Amazing betting transactions were re- ported on October 10th in the case of a clerk in the Norfolk County Council, who was earning £6 a week. He lived at the rate of i thousands a year. When defalcations running, over years and amounting to €49,730 were discovered, he committed suicide. It is stated that he won £7,000 over. the Lincoln Handicap, 25,000 over the City and Suburban, 24,000 over the Kempton Jubiles and lost £20,000 during the Ascot meeting
