PARIS, September 18th.
As the Summer draws to its close, Paris being repeopled by the crowds of its citizens who left it three months ago for the more tempting delights of mountain and seaside. By the end of the month it will have resumed its normal appearance; theatres and shops will have reopened booksellers will be piling up their tables with new works, art galleries will be placarding their walls with the works of budding geniuses, the Boulevard Saint Michel will be warming with, hordes of students from all over the world awaiting the re-opening of the Sorbonne, the dif ferent faculties and the art schools situated. in the Latin Quarter, and the schools and colleges will have absorbed the last little straggler on the thorny path of knowledge. It is this last fact that is responsible for the windows of Paris shops being full just now of nothing but clothes of every description for small folk of every: age and type.
A homely gruent that appears in many forms, perhaps because it is worn more than any other in France, is the pinafore. Th
aphe is hisuse the sense of poray is more developed in the Franch race than in any other, and there is nothing guaranted to protect, the clothes of young people and make them last so well as a pinafore, es- pecially if it is male according to a French pattern. As a rule, these are made in an extra strong quality of black satinette; they cover the whole dress and fasten down the i back; a loose belt draws them in at the waist and they are fitted with loug stored fastening in at the wrist so that every inch of the dress underneath is protected. Boys up to the age of ten and eleven weur pion fores in France as well as little girls, with the result that mothers spend far legs time patching small boys'tronsem here than they do in other countries. Instead of being ashamed of wearing a pinafore, a small boy is rather glad, because if he did not be, would be different from every other small boy- and this, of course, would be intolerable. Since France bas wakened up to a bean practical interest in hygiene, many schools forbid the wearing of black pinafores and insist on their pupila wearing coarse white linen ones. They also push the matter of bygiene still farther by insisting on these being washed every fortnight at least
There is a growing tendency to simplicity in children's clothes, as with everything else guided by the modern movement in French art, Not only is there an increased simplicity of line and detail, but, far more attention is paid to the comfort and health of the small being for whom it is intended. Collars, sleeves and skirts are far, lesa tight and cumbersome, blouses are more roomy and airy and hats, lighter and better designed to keep off the sun in Summer and the cold in Winter.
At present there is a vogue for bright splashes of colour, und dasignors who can no longer dabble in detail create their affects by means of one brilliant colour-note that catches and captivates the oya. Jade green is tremendously popular. Little woollen couts in this shade with a black velvet collär cuffs and buttons, make a charming picture; littlo dress in jade green taffetas embroidered with black silk or with a knot of black velvet ribbon at the waist will make · an attractive frame for any little girl A close-fitting cap in woollen material to match the cunt, or a drooping-brimmed one ir pleated taffetas to match the frock, completes the ensemble.
As well as jade green, a deep rose pink and a vivid mustard yellow are much worn. For very small people, blue is more favoured than other shades, and the daintiest little models imaginable are to be seen in pale blue silk and line, or else in white baptiste, linen or muslin embroidered with blue. An exquisite little dress I saw for a baby of two years or thereabouts was in £ne hailstone muslin, embroidered, ia blue"
ilk with a border of marguerites; the puffed elbow sleaves and the deep pleated collar were finished in the same way.
For "party" wear net remains, as ever; the favourite mediam. This is worn over an ander-slip of white silk, or else one in pastel blue or pink if a colour is preferred. Fine white nat covered with intricato designs worked in silk soutache is thought more of than suything else. If necessary, the soutache ornamentation can be replaced by fine embroideries handworked on the net, or by insertions and applications of fine, hand-made lace. Following on the fashione of grown-ups," party dresses, for small girls have no longer any sleeves; instead, the bodice finishes in two points that are caught together on the shoulder by a bow of ribbon, the tip of the small shoulder and the arm remaining exposed. Dresses that are a succession of gathered frilla bid one on top of the other from the hem up aro very graceful, and suitable to most amali girls, whether they be in the long and lanky stage or the short and stubby one..
