It can be said, however, that the President is in an optimistic frame of mind. He regards recent occurrences in Europe as evidence that statesmen taking a more practical and more scientific. view of their inter-related problems. He goes so far as to intimate that "when "the proper time comes" the United States

will not stand aloof" Meanwhile, it is needless to point out that the United States Government remains the sole judge of what constitutes the proper time referred to.

To place any greater significance on Mr. Harding's present intentions would not be justified by fact. This much, however, cán he said with confidence: that the President

now facing the unquestioned need of i American participation in world economic discussions, and that he has made up his mind to take whatever steps appear most practicablo when, in his judgment, the favourable moment has arrived. But the time is not yet.

In this connexion attention may be drawn to the slight interest exhibited here, in the Press and elsewhere, in the recent proposals advanced in London by Mr. Cox and Colonel House, who adve- cated the nomination of rally empetent American representation on the Repara- tion Commission, Mr. Cox even going] so far as to suggest Mr. Hoover. The reaction provoked in Washington and else where by these challenging reflections has been. exceptionally slight. Politicians on either side do not want an internation. al issue to figure in this year's run paign for seats in Congress, which cul minates early in November. Public opinion has been fully occupied by the industrial crisis, and interest even in the all-important debt question has been faint. Even if Mr. Harding were prepared to Dominate an American representative for the Reparation Commission to narrow, he would hesitate to take this step for tear of: causing party disruption in Congress. Under the terms of the Treaty of Berlin at 67, QUEEN'S ROAD American representative cannot be sent to "the Commission without the concurrence" of. the Senate, and although this could be obtained, perhaps, with the help of the Democratic Minority, it would mean revival of Republican izolationist sentiment and a politically distressing debate.

The story of how the revenue defrauded to the extent of £46,000 was told at the trial of seven publicans which concluded at the Old Bailey (London), on September 15th. It trans pired that two of the accused, Foley and Maurice, owned several public houses, but the managers thereof were, induced to represent themselves as the owners and were so able to deduct allowances from the profits; hence in this way the principles escaped the super-tax addition to 'securing a lower rate of income-tax.
