Third, that the sword, must rot again be thrown into the situation by anybody with a view to imposing thereby the moulding of any particular clause in the Constitution in a particular form against the expressed vote of this Parliament. Four, that opposition to the Government working the Constitution framed in accordance with the Treaty must be along constita- tional lines. Five, that the army must be the people's ardy and responsible absolutely to the National Government. And, six, that the Government shall control by its regulations all arms held in the country. There was opposition to these fundamental principles by three classes, people who might be classed as" politicians, borest soldiers, and criminals. The honest soldiers had been misled and were waiting for a word from the politicines to say they were travelling the wrong road. No one would welcome a change of attitude on the politi cians part more than he or the Government, but, failing that,"the work that lay before the Government was to vindicate its nu- thority und establish those principles he had laid down, because if they weakened in one of those to-day all safety and. stability for the country would be gone. Armed force against the Government had to be met vigorously and in a legal inanner,
