MR. HARDING'S VIEW OF

STRIKES.

President Harding, addressing Cougress on August 18th on the industrial situation, declared that the right of employers and employés alike. to conduct their own basiness must be recognized.

The President deplored what he termed the warfare on the unions of Labour,” The President declared that a national in- vestigation into the conduct of the cual industry with a view to constructive recom- mendations was imperative. He recom mended the appointment of a Government Commission to give advice in regard to fair wages and conditions.

Tho President referred to the "shocking crime at Herrin, Illinois, which so recently stained and horrided the country." The incident, he added, "was a butchery of human being wrought in madness." He severely criticized recent incidents. "when the action of the railwaymen in dearting trains stran led in the Western Desert had revealed the cruelty and contempt for the. law on the part of some railway employés who havey conspired. to paralyse transportation." ;

In declar ing positively in favour of the right of men work, the President said that in both the al and railway strikes this right had been denied by assault and violence and in some cases it had been winked at by the locul authorities.

Referring to the problems requiring a solution, the President directed attention to the excess of miners over the country's noeds, an excess now amounting to two hundred thousand mineworkers more, thin was needed to produce the country's nor mal requirements. Other difficulties were interrupted transportation, sorely broken employment, failure to develop storage against enlarged demands, and inallequate quarrying. Because of these things and because the public interest demanded investigation, he was asking for authority to create a commission to make a searching investigation into the whole coul industry.

The President further urged immediate legislation to establish temporarily a natidh- al ecal agency with the necessary capital to purchase, ell, and distribute coal, also legislation to make the "decisions of the Railroad Labour Board enforceable and effective against carriers and their employs alike." The President, did not recommend any legislation to deal im- mediately with the railway strike, but be declared that he was resolved to use all the power of the Government to maintain transportation and uphold the right of men to work.
