There was an important discussion upes. the serious problem of unemployment at the conference of the. National Federation of General Workers, held in the Town Hail, Leamington, on August 18th. Mr. J: R. Ciyacs, M.,, president, was in the chair. In moving a resolution expressing dissatisfaction with the action taken by "the Government in the matter of indus- trial depression and consequent unem ployment, Mr. Ben Tillett, M.E., suggest ed that the workar in countries should organise against their Governments direct action in the form of a general strike, to compel the stabilisation of ca changes, Mr. Tillets did not tell his hearets on what basis the stabilisation of currency of cankies on the verge Of bankruptcy was to be effected. Mr. Clynes dissentedd entirely from Tiller's suggestion of an international down tools policy, believing that no remedy for the problem sould be found in any form of industrial violence. The problem was so serious, Ee said, as te beg outside the range of party palities, and ha pleaded for all parties in the State to come together and endeavour to find a solution.

problem. Every man who was unemploy rd should be on vacation, and have vaca- tion pay. The State already teck money from the workers' wages for sickness and unemployment insurance; why not take a bit more, and put it to his banking account?

Mr. J. Wignall, M.P. (Swangen, Trans- port Workers), said the country was almost bankrupt when the unemployment truable Came. There was £2,000,000 accumulated in the insurance fand, All that had been spent, in addition to a fur ther £60,000,000.

Mr. Jack Jones, M.P. (West Ham), thought they might to insist upon 1913 as the basic year for local relief purposes and all extra expenditure, beyond that, in. consequence of unemployment, should be a national charge.

The President said he agreed generally with Mr. Tillet as to the causes of u employment, but he dissented "entirely from the suggested remedy. He did not believe that any remedy could be found in methods of industrial violence. They

If these countries would co-operate and agree they could lipul the way oft. If the present amount of unemployment continued for another two years the claims would overwhelm the local authorities in the greater part of Britain. He pleaded for the problem to
