Recently, there have been two, references in Reuter's messages to the prosecution of extensive reforms in Shanai, better known as China's" Model Province," The reports are encouraging, especially at this time of genern gloom, and they direct attention, the Peking Daily New says, to the remarkable administration which General Yen Hai-shan, Military tioverner, has exercised over the province ever since the beginning of the Republic.
