been appointed to go into the question, and the Government obviously could not interfere until they received their report. If they thought Germany was shamming bankruptcy, or if, on the other hand, they thought that the mark represented the real situation of Geramny, they would say so. Until he received their report he would rather express no opinion on the subject. The situation with regard to the external trade of Germany was not quite so roseate as some members of the deputation seemed to think. The export trade of Great Britain represented 67 per cent of the exports of 1013 in value, Rathenan had put the export trade of Germany as 25 per cent. quantity, and the French put it at 40 per cent. Even taking the French figures, they had only Rot 40 per cent. of the export trade they had before the war, in spite of the fact that they were producing at a very low cost. How could Germany export much capital on that basis, nad also buy more food than before the war, because the Boil was impoverished, and Germany had lost rich agricultural districts? It was a problem which he was glad that German statesmen and not British statesmen, were confronted with. He added that they hoped to have the provisional report of the Reparations Commission in a fer days.

GERMAN. ¡PUBLIC WORKS, ENORMOUS EXPENDITURE.

In connection with Germany's plea that she is unable to meet her obligations, the French Press draws attention to the vast public works now being carried out, or about to be carried out in Germany. In the German budget for 1921-22 no less than 2,320,000,000 marks are provided for

new constractions, 2,472,000,000- marks for rolling-stock, 3,000,000,000 marks to replace material delivered to the Allies, 1,416,000,000 marks for the extension of the telephone system, with

aD additional 600,000,000 for underground telephones, and 490,000,000 marks for river and canal'improvements.

The strategic railway to the west of the Rhine and the north of the Mosello which facilitated the rapid invasion of Belgium, would not appear to have need. ed any additions, but the plans of the Imperial General Staff for important ad- ditions to this strategic system were about to be carried out by the Government of the Reich when the Council of Ambassadors intervened. This intervcation, however. only applied to military lines under con- struction; as it is, nine double tracks will soon cross the Rhine between Cologne and Wesel, and it is proposed to lay down a third and fourth wet of lines between this 'sector and Berlin..

The Rhine-Danube Canal should be finished about 1930, and will be reinforced by the Neckar-Danube Canal. These works, and the extensive use of water-power for the production of electricty in Bavaria and Wartteinburg, will make an important industrial region of Southern Germany. From the Mittelland.Kanal, which is to be completed between Peine and Magdeburg, a canal is to branch off which is to link up the Buhr with Bremen, Hamburg, and Lu bock. The Weser is to be linked up with the Rhine and the Danube by a series of small canila

The French Fross is asking that the Reparations Commission should be allowed to intervene with regard to the important works to be carried out on rivers-and canals, just as the Council of Ambassadors intervened with regard to the railways in the Rhineland. It is pointed out that, if no action is taken, the Allies risk being victims of the triple success, economic, financial, and military of the strategy of the great public works now being carried out in, Germany.
