Dr. McGuire, in a reply to the Bishop, rays: The Bishop's letter, taken in con. section with the report of the Council leaves one feeling somewhat puzzled as to just what is the relation between an institution of the Church and the Church itself. of his clergy, he may refuse to do so; also pipe, and to smoke it, is to find a friend such a relation that some members of the Council felt that the Church. if it per: mitted the acceptance of such a donation, would be open to the charge of incon- sistency and would stultify the advice which missionaries are giving their people against gambling others felt too, that it would work against the great spiritual effort which the Church is planning for the future. The view of such members appents to be that an institution of the Church is simply the Church itself carry- ing on through the institution a gracious ministry for the people. This appears to

The other view, if carried out, "would make the Christian Church a virtual partner with great gambling or- ganisations lending to them an appear- ance of respectability, and receiving for its gracious ministries a share in their ill-gotten gains.
If the Y.M.C.A the Salvation Army and rich organizations accept such money it is not for them to set the standard for the Church of Christ, it is up to the Church to set the standard for them and to call them up to it.
..
The Bishop says that gambling cannot be stopped, and this is true in the pre- sent condition. of public sentiment. But given a public sentiment strong enough, hd gambling can be reduced to the vanishing point, to the great good of the individual, the home, and society. In the creation of such a public sentiment the Christian Church must be the leader, and it cannot afford to throw away its.leader. ship by an alliance with gambling or: ganizations. The Bishop says that The Bangoon Turf Club.. has shown a desire to reduce gambling but a member of the Council who is perhaps better, informed on the subject of gambling than the Bishop, said that "the profit this year amounts to a hundred thousand rupees, and cxt year it will probably be half as mach again." This is a large fund, and Christian organizations, if they expect to have an influence against gambling should keep clear of it. Thave a warm place in my heart for every branch of the Church of Christ, and what I long for is to see the Church in all its divisions, lined up as an army, one and undivided, on the great moral and social questions of our time. 7
In the House of Lords, on July 10th, the Earl of Crawford informed the Duka of Northumberland that so far as the Government were concerned, no one had been authorised to make a direct affer to ang person of an honour in exchange for a mozey payment.
