The fact system of corruption such as has not been mained that he was on some list, and seen in this country for a hundred years, was offered an honour. Even within the and that they have deliberately used the last four years recipients of honours had figured in the courts of law, not entirely prerogative of the Crown in order to sup

It was little use having zu inquiry into." the merit of those who had recently-re-{ ceived honours because it was admitted MR. TAFT AND THE SCOTS. that the question of merit did not enter into it at all. Since 1918 forty-nine Privy Councillors, Peers, Baronets, and Knights were created, all of whoni were either proprietors, principal shareholders, editors, managing directors, or chairmen of groups of newspapers. That figure. did not include other gentlemen who had been similarly honoured and who, with out having connection, with the Press, had very obligingly provided the money to purchase a newspaper or group of news papers. TOUTING FOR HONOURS,

The system of touting for honours eried aloud for inquiry. He had obtained denial from the Government that these touts were authorised by them, and be accepted the denial unreservedly, but lettera which had come into his possession left a strong impression that while those touts had received no authority from the Government, they yet might have some connection with the third party who was authorised by the Government. He quoted the following lester written in identical terms to two people living in. different parts of England:

The other recipient of the letter was told that he was a suitable pers son for a baronetcy, and if he agreed-it could be done in an hour.(Laughter.)
