INDUSTRY'S PROTEST,
The Association of British Chambers of Commerce have written the railway com- panies, urging, in the interests of the trade of the country, the necessity of re ducing railway rates. The continued high level of railway rates is, the ass ciation contend, causing grave ubrest) among the trading public.
In the course of the letter, which is signed by Mr. R. B. Dunwoody, the secretary,the Association state;-
The president and council of this association have given further considera- tion of the question of the effect of the existing railway rates upon the trade of the country. They have received repre sentations from.the association's transport sub-committee, and, while the council do not wish at present to appeal to the Railway Rates Tribunal in accordance with the powers conferred under the Railways Act, 1921, they desire to submit their views upon the subject for the must earnest consideration of the railway com panies."

The economic conditions which have prevailed since the conclusion of the war have made it necessary for the majority of traders to bring down their prices in order to keep their "works going and to meet foreign competition. My council are glad to note that it would appear to be the policy of the railway companies to reduce passenger fares whenever and wherever possible, and they have no doubt that these reductions are being made with the object of increasing the trafic and the revenue. My council fail to understand why the same policy canrot. be adopted with respect to the rates for goods and minerals. "It would appear from the returns avail able that scine railway companies are building up large reserve funds instead of trading on ordinary business lines as other traders do in times of stress when trade is falling off. I am to point to the particular case of the London and North- Western Railway Company, This com- pany increased its reserve fund by over £10,000,000 during the years 1913-1921. In 1913 the depreciation fund amounted to £885,000; in 1921, owing to the defer- red maintenance loan by the Government, this fund amounted to £7,189,000. The general reserve fund also increased from $700,000 to £2,000,000. This latter in-l crease was obviously not obtained from the compensation granted under the! Bailways Act, as the company's share was £3,000,000, of which they had a balance of £2,085,000 at Dec. 31st, 1921.
