Mr. Skibsey, a senior member of the British section of the Inter-Allied Loma- mission, has just telephoned to me from the Hotel Central, where he is staying, to say that a crowd of ruffians stormed the hotel, dragged out a girl, stripped her naked, and beat her under the very eyes of the 'British and Inter-Allied officers, These could do nothing, as they had strict orders a no acccunt to provoke a con- fist with the German population.

Mr. Kesycki, Polish tieneral Consul here, wils me that he was an eye-witness of the! spectacle of two young girls being drag- ged along naked, by a crowd of ruffians! armed with whips. Some of the whips were bound with wire, and the girls were beding. Mr. Kesycki authorizea me to state that he has telephoned to Mr. Calonder, and he has also wired to General Le Rend urging that prompt measures should be taken by the Allied troops here to keep order.
