VIEWS OF CLERGY AND DOCTORS.

A paper was read by Dr. Charles S. Thompson, medical officer of health for the Borough of Deptford, at the Conference on Birth Control held at the Deptford Town Hall on July 10th, in which he quoted the view of many medical officers and clergman whom he had approached with a view to nacertaining their attitude towards the subject. "The birth rate," he aid has fallan seriously in recent years, and birth control, whether we like it or not, has coms to stay." Omitting Russia and the Balkans, there had, he cantinued, bean a world-wide fall in the birth-rate within recent years, France was the first, Germany came later, "and * now only little abore our own level. Fortunately, the death-rate hal fallen at the same time, so that the net increase in the population-the excess of births over deaths-had been but little affected, except in France. In England the birth-rate in 1976 was thirty-ais per 1,000, and to-day it was no more than twenty-three. This decline was not m form; it was worst in the well-to-do districts. In 1991 in Hampstead the birth- rato was thirty per 1,000, and is Shoreditch thirty one per 1,000. In 1914 4h3. Hampstead rated declined to 14.8 whilst Shoreditch had maintained its rate of thirty-one. Why was it that clergymen, doctors, teachers and editors were having such small families, whilst minera and labourers were baring ao muy children. It must either be, for some reason or another, that family limita tion was being observed, either by "moral: restraint" or by the use of some device or other to which the name of contraceptive is given. The whole battle, it appeared to him, was raging round these two prac tices on the one hand moral restraint," and on the other handi contraceptives.”

The view of the many medical officers of health and clergyinen of all denomina tions whom he had circularised to ascertain their views on the use of contraceptivos varied greatly; some were in favour, others. against, wille acveral were non-committal in their replies. A clergyman who was in favour of the use of contraceptives said: "It is blasphemy to beget many children on 30s. The use of con- traceptives was injurious to health, morally physically, and spiritually, only when used in excess, and the chances were that us~ controlled appetite without contraceptives was worse, for the bealth, morally, physi cally, and spiritually.

Another letter in favour was from an Anglican clergyman who said that the prevention of conception was justified where there was any strongly inheritable tant such na epilepsy, deaf mutism, hemophilia, some forms of cataract, or mental defect, It was desirable in such cases that sterile marriages should be encouraged. The health of a young woman greatly im proved by having onet two children, and it was possible that intercourse without contraceptives might hare some beneficial effect on the female organism; but beyond that no evil effects could be traced in other sex by the use of such methods, and the alternative, total abstinence in marriage, was certainly injurious. Nevertheless, a certain degree of restraint in married life was to be recommended,

A medical officer, declared that the use of contraceptives was subversive of discipline, and the uncontrolled use of unnatural methods of circumventing conception would undoubtedly lead to moral and physical degeneracy, Self-control was the best method of birth control.

In a discussion which followed, Father Mahoney averred that the increase of popu lation was necessary not only for the good. of industry, but for the morality of individuals and nationa Dr. Norman Haire, who said that much of his time in Walworth na medical officer of health was spent in looking after people who ought never to have been born, said that poor mothers needed a fair chance. Dr. Marie Stopes said the knowledge of birth-control was available to the poor if the Minister of Health would cir calate it. She thought he was afraid to do this because of the organised opposition
