Business men before putting money into Russia to-day will naturally ask themselves. one or two questions. The first in-What is the security for any pledge made by the Bolshevist Government? One finds the different departments of the Government being run now ngt by exte mists, but by practical and trained Men. The change, even during the winter, was almost incredible.

HOW BUSINESS CÂN, BE DONE. Direct trailing is manufactured goods with Russia at the present time inust be done through the co-operatives, through the Department of Foreign Trale in Moscow, or through the municipalities of some of the great cities. This undoubtedly binders business and great efforts are being made to restore free trade in manufactured goods.

One large section of the Communists, backed by Mr. Krassin, strongly opposes this change, but I found everywhere in Russia the belief that the change" would takes place, and that free trade, or much freer trade, is bound shortly to come.
