EDINBURGH, May 31st, Parliament has saved Scotland from the insult, which some Scottish members would have put upon it by refusing to pass a Scottish Home Eule Bill at a short after- non sitting. The debate must deepen the. already provalent sense of wonder" ne where some M.P's like-in the clouds down in a well. In Scotland we-ravely hear the sabject of Scottish Home Ral mentioned. Only from paragraphs in the press we learn that in certain Kng-haired juarters which echy enthusiastically the reactionary nationalist mania which is contributing more than any other single cause to the wreckage of. Europe, it is considered of supreme importance. But in common, ordinary lif the Tarest thing to bear it mamed. When it is mentioned, it is generally as soathing humourous. Yet we bear one Scots member solemnly telling the House of Commons that it is to the test ques- tion at the next election. In his analysis of the condition of affairs in India as he observed thom, Dr. Ogilvie found the main cause of much of the difficulty, which Westerners and mission- aries met with in Indian life arose from what might be called the Indian "atmosphere," part of which was due to a feeling that the very presence of Westerners in India was an offence. Dr. Ogilvie expressed the view that the bulk of the Indian people were not yet touched by such feelings, and he thought that while there were many other elements in the country, a fine and true nationalism, with a great vision and a glorious ideal, with which the Church could cordially sympathise, was springing op among some of the best of the people. The realisation of those hopes was a long way off, but the formation of the Legislative Councils, in which Indians took so pro minent a part, was a first step towards it. Briefly put, Dr. Ogilvy's position was that missions in India soro a hundred-fold more necessary than ever before; and that the way of deliverance was through the vanishing of castes, the quelling of racialisar, and the continuance of theguiling hand of Britain.
