PEERESSES TO SIT IN

THE LORDS.

LADY RHONDDA'S CASE.

It has now been definitely established that peeresses in their own right can sit in the House of Lorda,

The decision was announced following Viscountess Rhondda's petition for a writ of saminogs to sit in the Upper House, which was considered by the Committee for Privileges

No opposition was raised by the Crown.. Lord Donoughmore presided and there were also present Earl Desart, Viscount Haldane, Viscount Cholmsford, Lord Hylon, Lord Wrenbury, Lord Phillimors, and Lord Askwith.

Mr. J. 9. Tablet, K.O. who supported the petition, said the principal point was whether Lady Rhondda's sex disqualified | her from sitting in the House of Lords. The facta were very simple. Lady Rhondda succeeded her late father, whose peerage was created in 1913, he dying, a fortnight later. She had assumed the title on her father's death and bad borne it since without question.

Mr. Talbot then proceeded to argue that the Disqualification of Sex Act clearly applied to a case like this, and that the disability which had existed in the past was now removed and that Lady Rhondda was entitled to sit in the House of Lords.

The wording of the Act was in the widest possible terms and the matter before the Committee appeared to be clearly one which came within the scope of the Act.

The learned counsel aid it was clearly the intention of Parliaments to exclude women from the House of Lords. Women were admitted to the House of Commons and there was no reason, therefore, why they should be excluded from the House of

Lords.

The Attorney-General, on behalf of the Crown, announced that he raised no objection to the petition, which was there- fore ranted.

The effect of this is that Lady Rhondda is now entitled to sit in the House of Lords. Interviewed afterwards. Lady Rhondda said she was delighted that the case bud gone in her favour.

Although there are about twenty! peeresses in their own right, only nine are eligible to follow the example of Vis- countess Rhondda. Half of them hold peerages by special patent, which dabars. them from sitting in the House of Lords.

This distinction arises from the fact that there were two methods by which a peerage was created by "writ" and by "patent."

It will be seen, that the latest of these poerages was created over 300 years ago.

In the case of a creation by patent the title descends only according to the terms of the patent. Viscountess Rhondda bolds her title because, when the late Lord Rhondda was made a viscount in 1918 the letters patent gave remainder" in default of made issue, to his only daughter, the present Viscountess.

The Paris correspondent of the Timer relates a curious story of a bridegroom who wished to disobey his mother-in-law's edict that the marriage should be in name only. Her screame brought her mother to the rescue. next day he re-appeared only to find his wife and her mother had flown to Paris.
