THE BUDGET BALANCE.
Sir Robert Horne, the Chancellor of the
·Exchequer, has received congratulations on finishing the financial year with a surplus off" 45 millions. The sum is lass than was hoped when the Budget was introducedl, but the shortage is nothing like so great an is suggested by those who quote the figures then given bat ignore the qualifications which accompanied them. At one time it appeared probable that the Chancellor would bave a deficit. There were special reasons why it was important to avoid such a result because of the moral effect, both at home and abroad, of balancing the nation's accounts, especially in a year of unpře colented trade depression.
