CRITICISM OF THE PREMIER.
Field Marshal Sir Beary Wilson has ads! dressed the following letter to Sir James Northern Craig, Prime Minister of Ireland:-
"My dear Prime Minister--You havenskiyi for my opinion and advice on the present and the future. Here they are: Owing to the action of Mr. Lloyd George and his Govern- meut the twenty-six codaties of South and West Ireland are reduced to a welter of chaos and murder difficult, to believe, impossible to describe. A further conserience of the course pursted by Mr. Lloyd George is seen by the state of unrest, suspicion, and lawlessness which bas sproul over the fron tier into the six counties of Ulster, The dangerous condition which obtains in the twenty-six counties will inereuse and spreul

"1. Get Great Britain warmly on your side. There never was a more fir-minded, more generous people than the wup and women who live in England, Scotland, and Wales. Get them on your side. Tell them, and get others to tell them, the real truth of what is now going on in the South and West, and what is really passing in Ulster. Get those splendid Britions on your side, for with Great Britain with you there is nothing which cannot se dunes witness the last Great War- whilst, on the other hand, with Great Britain indifferent, Inkewarm, or hostile, there is but little that can be done.
2. And when you are laying your case before Great Britain, while I have been greatly impressed by the agrifidoni mainer in which the citizens generally have enrolled in the special ustabillary, and the way in which they have met the serious aituation up to the present, I suggest you should make
*(a) Considerable alterations in the command and administration of all your armed forecs, Boyal "Irish Constabulary, 'A' specials, B' specials, &.
"(b) Reclass and readjust the various ratagories of your police, and greatly strengthen some of them.
(c) Redmft your laws for the carrying of arins.
"(d) Take increased powers for rapid and. drastic action against the illegal importation and carrying of arus, boat, &c.
On these four points, I am aubmitting separate and detailed proposals for your con- siderations. With Great Britain in active sympathy with you in your efforts to main- tain law and order, and with the great addition is strength which I hope my proposals will give you, I think that in the very near future you will see a wonderful recovery in a situation which at the moment 'must cause you grave anxiety,"

SIR HENRY WILSON'S WARNING.
THE NEW EUROPE.
Sir HBNEY WILSON, formerly Chief of the Imperial General Staff, speaking on the Army Estimates in the Commons on March 15th, uttered a grave warning us to the peril ran by the country if the contem- plated reduction of the strength of the Army takes place.
Both the MINISTER for WAR and Sir DONALD MACLEAN had dwelt upon the improved situation in Europe as compared with 1914, but Sir Henry Wilson, viewing it as a soldier, saw not a more hopeful but a more threatening situation. He said that Europe, which in 1914 consisted of great Empires, had now been broken into a number of small States, and the change und not lessened the military danger. There were now in Europe, in the quite Near East, 11 States with no neenas to the open well, and five mon that had access only to the Black Sen, making a total of 10 States with- out access to the warm water. In spite of the reduction of the German and Austrium Armies, there were us many armed men in Europe to-day as there were in 1913.
There was no rattling of the sabre in the speech. On the contrary, Sir Henry Wilson declared that the primary duty of an Army One of the ways of was to prevent war. preserving peace was to have an Army suf fciently strong that they could prevent war. If they could nos from reasons of policy preserve the pace, then the next duty of an Army was to wit a war; but it was infinitely cheaper to have a force which would prevent war. There was also the possibility of having ac Army not sufficiently strong either to prevent or win a war, but just kulheiently weak as to lose That was the most terrible of all catastro- phes that could happen to an artay. If the estimates placed before the House and the reductions in the fighting troops contem- plated were carred out we should have thut third army.
