GERMAN WAR GUILT. THE EVIDENCE OF DOCUMENTS.
INDISCREET HAVARIANS,
The Germans have been very earnest of late in their efforts to persuade the world that the confession of guilt they make in the Treaty of Versailles is a wicked and cowardly self-calamny. Now they seek to recant, in ardor, as they quite frankly declare, to throw off the obligations which that Treaty places opon them. The Diet of Bavaria entrusted one of its members to prepare a collection of Bavarian documents concerning the out break of the war. The collection has been made, and carefully chosen extracts have appeared in a Pan-German review, but the full texts have not been published.
Somebody in Bavaris has been venal, or careless, or indiscreet. A correspondent of the Tempe has found, or mide, an opportunity for seeing the collection as a whole, and that newspaper has been ablo to publish a long and instructive account of it, illuminated by paasages quoted literally from the originals.
These confidential documents throw light upon both the combined movements of the moral offensive." First, it is desirable to examine their bearing on the attempt to blacken the Allies. On July 9th, Count Lerchenfeld discusses the situation with Harr Zimmermann, the luiperial Under-Secretary of State. The Prussian statesman thinks the moment very favourable for Austria, but "he doubts whether Vienna will make up her mind to act. "If Vienna should ask the question, she would not be dissuaded in any sense from acting by all means against Berbia. Rather would she be assured that -whatever happena-Austria will see her Ally by her side." "The Emperor inclines to more rigorous measures, and he has the support of Berlin," Baron von Tacker On the advises Munich two days later. 14th he explains Austria's purposes more fully:-
"Count Berchthold might put before the Serbian Government conditions of such a kind that they would be inacceptable, so that recourse to measures of force must follow. Germany stande faithfully by the side of her Ally and will draw all conclusions from the Pact the Austro-German Alliance). It is desired to make the contents
of the Note inacceptable so that after its rejection military action may be compulsory at once."
Authoritative circles four days later affected uneasiness, lest Serbia should give way altogether and so weaken the spirit needed to strike."
"It is thought(the Bavarian Ministeradds) that if Russia were not to permit the localiza- tion of the conflict with Serbia, the present | moment would be more favourable for a settlement of accounts than any other in the future."
