This process could be gradually extended so as to stabilise even the lower currencies of Central and Danubian Europe.
This reform, it it did not altogether restore the old gold standard in the full- est sense, would at any rate restore gold exebanges. It would not, however, imply the boarding of gold by States, nor very voluminous gold movements. In this re- gard the intervention of a central clearing house for the national bunks of issue would enable both the use and the movements of, gold bullion to be reduced to a minimum and prices to be steadied. Great stress, nevertheless, is aid in British circles on the consideration that the restoration of trade confidence and financial stability must depend to a large extent upon a practical settlement in respect of both re- parations and war debts being reached.
