But to-day t thousands are afraid to eat because of the pains that follow even a light meal of good and wholesome food. The cause most probably lies in a weak or disordered digestive system. Possibly the stomach is out of order, the liver a' little sluggish, or the bowels constipated." THE TARIFF REVISION COMMISSION. INAUGURAL SPEECH TO THE
"Th
DELEGATES.
IMPORTANCE OF THE COMMISSION'S WORK,
The inaugural meeting of the Customs Tariff Revision Commission was 'hald on March 31st at the Chinese General Chamber of Commerca at Shanghai under the chairmanship of Admiral Tsai Ting-kan. About 50 delegates were as sembled, and the proceedings were, of an informal character.
Admiral Tasi, who was received with cheers, said:
I have much honour and pleasure in welcoming you here to-day, Old friends and familiar faces bring me encourage- ment and new members give me hope in the future work of the Tarif Rovision Commission.
In the midst of destruction in the Great War the Tariff Revision Commis sion sat in 1918 in this very room to do
bit of re-constructive work. Again in- the midst of social and political up- heaval, amidat commercial, and economic disturbances we are sitting hore to-day with the specific object of re-adjusting prices and Exing a Dew tariff.

NEED OF CO-OPERATION.
If the world ever needed international co-operaton it is to-day. Aftor, the terrible year of destruction the old order of things has passed away-are- construction is necessary and demanded, otherwise confusion will continue to reign. The world needs sympathy, and good will and mutual helpfulaces One supreme fact has loomed up before the world. It is this: that no one nation can suffer without the other nations suffering with it.
This Commission can never belittle its labours It will not only be ring a liva per cent, ad valorem duty for im parts, but consciously or unconsciously it will be solving one of the world's prob

RESTORING EQUILIBRIUM.
1 quote from a recent journal the following:
The greatest project confronting the statesmen of Europe today is the restoration of the equilibrium of the world. Much good can be obtained of all coun through representatives tries rubbing elbowa, coming into close contact with one another, discussing the conference table and problems at baring opportunities of veiving a sub- ject from the other countries pointa of view, but actual economic
be struction and revival can only brought about by prolonged hard work and the co-operation of all peoples. More and more the liberal minded poples of all allied countries are realz. ing that root ide, that Europe is economically one and that nations pros-

by each other's prosperity and suffer by each other's misfortance. In his address before the Anglo-American Association (in Peking) Sir Charles Addis has appropriately reminded his audience of this fundamental basis of world reconstruction."
If this mutual prosperity or adversity 18 true of Europe it is also true of the entire world. If it is true in the realm of economies in Europe it is also true in the realm of economics in Asia.

So far as,, I am aware there is in all human transactions no absolute advant age to one party and absolute disad- vantage to another party. If this state of affairs does exist it cannot last long. It is not within the nature of things that the world shall roll on one-sided and out of equilibrium. The evidence of natural law and human history are against the commission, it would be possible to Therefore in our coming work, while we are taking care of our own nationalment what was admitted was justly due interests let us not forget the other to them.
