LABOUR'S POLICY.

MR. HEN ERSON'S REPLY TO PREMIER.

#t

Mr. A. Henderson, M.P., addressing a meeting in the Houghton Memorial Hall, Manchester, dh January 30th, said that, in spite of the official protests. the Coalition was fast breaking up, because of conflict of principles and policy which was bound to come sooner Pater. Mr. Lloyd George's recent spech was disappointing to the Premier's many admirers, If the Prime Minister and others hail approached the inter- national question three years ago in the same spirit of compréhension and with the same determination as was displayed the Cannes much suffering might have been averie. Three years ago Labour declared that the Peace Treaty was wrong in pria ciple. Labour welcomed Cannes as it did Washington, and, in spite of Mr. Chur- chill's gibes and sneers, did its best to nasist the Government and the country in both cases. Labour would adopt a similar

attitude to the Genoa Conference.

-THE MTOLO-FRENCH PART, With reference to the suggested Angloj French pet, France wanted a general treaty of alliance with Great Britain which guarantee military assistance in case of unprovoked aggression by Got many against French soil. Labour could not agree to such a pact, for the reason that it might involve our people in a war arising out of the policy or actions of France, over, whom Great Britain could have no control, and beenuse France and Britain were members of the League of Nations and military alliances were fundamentally inconsistent with the idea of such League. Matters looked danger ously like returning to the old order of the balance of power, and this was not Labour's way to

(Cheers.)

The Coalition Government changed its mind with every change of the moon. The objectives of Labour's foreign policy were international peace, the building up of stable economie and political conditions in Europe, and the re-establishment of relationship of friendship and confidence between nations. Labour also stood in favour of a comprehensive or inclusive League of Nations, a drastic and pre bibition of the expart of instruments of war by private manufacturers, no secret treaties, no económic boycott, recognition

of

the independence of Egypt, anxi genuine self-government for India. Cheers.) Disarmament, confidence, and the co-operation were impossible by methods of the Supreme Council.
