Nothing, aver appeals so much to woman in the world of dress as a hat, and if the hat comes from Paris, tho appeal is all the more irresistible. · A drnasj is a necessity:"o hat is always more or les a luxury. Many women buy a dressj to match a hat after they have already bought the Intter, bug Franchwomen are far too careful of their appearance (and of their sous) to do any thing so risky. and, no matter how tempting a hat may bo, they will never be 1d into buying it urleas they already have a dress or a cost to match, or can afford to buy either to complete the effect of line and colour.
Frenchwemen who study their dresing: Taraly lock upon a hat as a separati quantity, but inther as a single item of a whole; they never see a han merely as a hat, but always as, a single note in-. tended to complete a general scheme in which hat, dress, coat, footwear, gloves and bag will each play as important a part na the alber
It is this characteristic of French good dressing, coupled with the unpleasant fact of the increased cost of living which is, no doubt, the factor responsible, more |than anything else, for the enormous. number of black hats worn just now. The percentage of black hats worn is so great that the qualifying adjective has) become unnecessary, and the mere state- ment "hat" has come to mean "block bat," unless another colour is specially indicated. The black dress has had its day, because designers found such a craze far too economical and were determined to force women to buy more clothes by forcing them to wear coloura; a woman can wear a black drem, if it is—and she knows how to give it a different type by means of hat, jewels, foot wear, clo cut on the right lines, morning, noon and, night, and be seen wearing it for months, without ever looking badly or shabbily dressed, but just let her try to wear a coloured dress in the same way and for the same length of time!. So far, mil- Jiners have not shown sigas of taking any doinite stops in the matter of forcing their fair cliente to wear coloured head- gear, and are continuing to allow them to wear back-and to make good the difference in the number of hats pur- chased by asking more exorbitant prices than ever..
Lewis, the Wizard of the Rue Royale. tells me he is making as many black hats as ever, and the night of his show-mons with their endless array of black mil linery of all types confirms this state- Kant. The dozens of standa serve to show off an array of black hate, black toques and black theatre coiffures, and the sight of a hat even in such subdued shades as brown or navy is rare.
This modiste is using aigrettes, and their many imitations, glycerined osrich feathers and every other spiky" type, of feather and its, imitation; these he alicks out at angles which would have seemed impossible, a few seasona angles which tend to make small troe of hat look something like a bird's nest in a gale of wind. Some of the smaller toque types are completely concealed beneath a shower of aigrettes or foothers, and the line completely lost in a jumble of quills and ends drooping down and jutting out from every possible and im- possible angle. Lewis, like many of the other big modistes, is making use of ostrich feathers for theatre capes and wraps. Ho showed we the charging model he "designed for Hile. Floria. whose marriage with the Marquis de Salviati is causing a stir in the social circies of France and Italy. This cape was in white velvet lined with black crepe do Chine and was finished with a kind of top cape of white ostrich plumes nearly a yard long. The hat to go with this was a white panne velvet picture-bat, the sole trimming of which was a long strich plume placed vertical- ly across crown and brim, and trailing down over the left shoulder Another model was in black crepe de Chine, with
