Mr. W. A. S. Howins, chairman of the Tariff Commission, writes to the Press arging that the condition of the export trade of Great Britain is so serious that special attention should be given to the grave menace to our financial position." He submits comparisons of Britain's trade for the first nine months of 1913, 1990, and 1921, the figures for. the two latter years being reduced to 1913 values, and points out that our sporta of food. drink, and tobacco feli insan £93,000,000 in 1913 to under £140 in 1920 and to $18,000,000 in 1991. the total decline was equal to 40.7 per cent. in 1920 and 48 per cent in 1921. In the raw materials and articles mainly manufactured class our trade declined from £48.7 millions

In regard to our export trade to for eign countries and Empire markets for the nine months ended September, 1921, compared with the corresponding period of 1920, he points out that our exports to foreig countries "during the periud in question declined from £537 millions to $997 millions. The largest declines in actual volume of trade were with France, from £108 millions to £30 millions; with the United States from £62 aillions to E32 milliona; with Sweden, from £33 millions to EG millions: and with Bel- gium. from 240 millions to £14 millions. Our trade, with every country shows a decline in value ranging from 99.1 per cent in the case of Asiatic Turkey and 82.3 per cent. in the ease of Sweden, to 15.5 per cent. in the case of Spain. Our trade with South American markets. has been very seriously affected, the declines varying from 32.0 to 28.8 per cent. With the United States our trade decreased by 47.5 per cent. The total decline to foreign markets was 53.5 per cent.

Our trade to the Empire markets fell from 309 millions to £221 millions; our Indian trade fell from £134 millions do Cst millions; our Canadian trade from £32 millions to £1 millions; and our Egyptian trade from £34 millions to millions. The percentage declina with Egypt. was 63 per cent., with Canada 57 per cent...and with West Africa 50 per cent. The total percentage. decline Empire markets was 10.2. Our export trade in foreign and Colonial goods de- clined from 180 millions to £77} mil- lions, or 36.9 per cent. Re-exports to foreign countries declined by 37.5 per cent., and to Empire markets by 52.1 per cent.
