PEKING GOVERNMENT'S, PRO-
ROSALS. **
MILITARY PREPARATIONS SAID TO HAVE BEEN SUSPENDED.
A Canton communication to the Asiatic News Agency says:--
Owing to the lack of funds and muni- tions, all preparations for the proposed northern expedition ri Hunan have been suspended, by order of General Chen Chiung-ming, and Dr. Sun Yat-sen. It is reported in reliable circles that three principal conditions have been advanced by the Peking Government, through Mar. shal Chang Tao-lin concerning the re- unification of the North and the South.
1. The appointment of Dr. Sun Yat- sen in the post of "Esi-Nan Lin-Shou" or High Inspector-General of the South. West of China, with General Chen Chung-ming as his associate in Canton 9.-The provinces of Kwangtung, Kwangsi, Yunnan, Kuaichow, Szechuan and. Hunan to be granted self-government or political autonomy with foreign anthira, army, navy and national finance under the control of the Central Government in Peking.
The convocation of a new Parliament in accordance with the stipulations of the Provisional Constitution and the. Parliamentary election laws of the frat year of the Republic, for the discussion and solution of all political disputes be- tween the North and the South "includ fing the chetion of a new President and
Vice-President for the Republic.
The term of President Hau expires in Octo- bar, 1923.
As all military preparations have been suspended Dr. Sun Yat-sen is expected to be back in Canton from Kwangai soon.
