trembled more to-day when he had to speak than he did forty years ago, when ho was a youngster. Awe of the House of Commons often grew instead of diminished, as nervousness grew, on what it fed on. On discussing with, Lord Morley this common phenomenon of members ceasing to speak, and getting more nervous, he made the comment that it was like creeping paralysis-you had to speak whether youted it or not. 1. It was as much an absolute condition of good speaking to keep in constant prac tice na of muscular biceps. He had seen speakers like W. H. Smith become at least acceptable speakers with constant practice.
